It posits a post-judgement day scenario where, even though people have stopped being condemned to hell, those who died in hell remain permanently locked out of Heaven forever, no matter how much good you've done.

Okuu, the hell raven, who's stage theme is called "Hellfire Mantle", who lives in the former Hell of Blazing Fires and who's job is to regulate it's flames. Which is below Former Hell, next to the Deep Road to Hell and the Old Capital of Hell. Who's first name "Utsuho" means emptiness/emptyhole/cave, a reference to Sheol. And last name Reiuji means "soul/spirit", "crow/raven", and "path". And who in her boss fight uses the spell cards "Hell and Heaven Meltdown", "Hell's Artificial Sun" and Hell's Tokamak. https://en.touhouwiki.net/wiki/Remains_of_Blazing_Hell The Remains of Blazing Hell was formerly a part of Former Hell where criminals were banished, it has recently been re-ignited because of the activation of the Nuclear Furnace directly below by Utsuho Reiuji. Rin Kaenbyou can be found here, carting corpses into the Furnace to keep it running. The place is very hot because it has a lot of magma, and it is invested with vengeful spirits. Since people stopped being condemned to the hellfires, the oni don't visit any more either, so this place has become the playground to such spirits and animals. It's said that if you die here, your corpse will be trapped here and you'll turn into a vengeful spirit, where you cannot make it to Heaven regardless of your innocence.
